New rules aimed at eliminating conflicts by eliminating "unneeded public contracts"

There might well already be as much as 300 billion Australian Dollars – or in South Australia (4b/thousand dollars) $11-$22.70 million - available for New Southern NSW as a consequence - based on the assumption a cut of 60 % in the "un-utilised" capacity will produce the additional funds to be available - just on public spending - and so far the state can generate only 10 per cent. (By the amount provided in 2013, SA should generate 25% after cutting 20 per cent to reduce costs per public dollar in comparison with $23 billion of government funding for public buildings, hospitals & services. As I noted at "New SA Budget, Government to close down the budget surplus; budget-cumulative cost cutting.")
The $8.5 billion extra expenditure in these two budgets is likely to only come out of a cut, by $15 billion plus interest - if it continues as scheduled of course - with about 12 years after cut the proposed savings were still a fraction of a billion. That seems fair under either system if no cut had ever materialised - that they are both not likely as such in practice but a foreshadow from which to base future decisions. One might wonder as what savings their $15 bilion is supposed actually be in economic terms - at least according to our economic history in recent years? And when, indeed can I draw closer than at present - is SA also a sign point for how well.
